SAP Compliance Part L

SAPs (Standard Assessment Procedure) are the calculation of a dwelling’s energy performance as required by Part L (Conservation of Fuel and Power) of the Building Regulations, and is required of all new dwellings in the UK.

This mandatory assessment takes into account insulation levels, heating efficiencies and carbon emissions and shows how a building’s predicted emission rates compare with mandatory requirements under the building regulations.

Part L Building Regulations were most recently updated on the 15th June 2022, with this update requiring new dwellings to have their emissions of Carbon Dioxide reduced by around 31% over what was acceptable under the previous version. This leads not only to improved levels of fabric insulation, but changes to how buildings are heated, with heat pumps particularly seen as a path to achieve compliance. The use of renewable energy technologies such as solar hot water systems and PV remain important routes to hit compliance requirements.

More onerous requirements have also been applied to existing dwellings undergoing works, with new minimum fabric efficiency standards applying where doors and windows are replaced, and limitations set on extensions.  ERS is highly experienced in providing advice on refurbishing existing buildings including undertaking the over glazing reports required to meet Part L requirements where glazing of extensions exceeds 25% of the floor area.
