BREL Reports & Photographic Evidence

A BREL report is the Building Regulations England Part L report that is the required output of SAP that identifies a domestic property’s energy efficiency against the Part L targets and therefore confirms compliance with the regulations.

The latest Approved Document no longer allows signed paperwork to be sufficient to confirm various build details that are ultimately concealed from view. Photographic evidence of specified details are now required prior to them being concealed or “closed up” to be included with the BREL report when being submitted to Building Control for approval.

These photographs need to be taken with geolocation enabled to confirm the location, date and time of each image, and be of sufficient quality and high enough resolution to allow a qualitative audit of the detail.  They must be made available to the Building Control body, the energy assessor, and ultimately to the building owner.

We at ERS can advise early on in your project what photographs are required and then quality check these to ensure they meet these requirements before the details get covered over, never to be seen again.  We can provide them back to you labelled and organised according to the details specified.

The 12 specified details for which evidence is required are listed in Appendix B of the Approved Document.  They start with the foundations and ground floor, through walls, openings and roof to boiler ID labels and pipe insulation etc.  The photos are required to demonstrate insulation quality, thermal continuity and airtightness details.
